Sen. Manar questions Rauner's education funding numbers; administration has an explanationState Sen. Andy Manar said Thursday he questions Gov. Bruce Rauner’s assertion that his budget proposal will fully fund the state’s foundation level for K-12 education next year. At a Statehouse news conference, Manar questioned if the additional $55 million Rauner wants to put into state assistance for education will be enough to fully fund the $6,119-per-student foundation level set by the state as the minimum amount needed to provide an adequate education. Manar, D-Bunker Hill, said that when budget discussions were held last year, negotiators were told it would take $312 million to fully fund the foundation level. “There may be an explanation for this,” Manar said. “I would anticipate a committee hearing in the near future in the Senate to try to sift through the very large difference between last May and last night.
