Des Moines' decision to enforce a seldom-applied city ordinance limiting in-home day cares to six children has triggered a cascade of consequences that could lead to the elimination of 1,800 state-approved child care slots. “This would put families across Des Moines in a crisis,” said Barb Merrill, executive director of the Iowa Association for the Education of Young Children. It all started with a single complaint from a neighbor about parking near an in-home day care on the city's south side. For seven years without a hitch, Tonja Boggs had run T’Tots Home Day Care from her six-bedroom home in the 6600 block of Southeast Third Street. She is registered through the Iowa Department of Human Services, which oversees the state’s in-home child care providers, to care for up to 12 children.
