CHEYENNE – A bill continues to make its way through the state Senate, despite opposition from both ratepayers and the utility industry. The bill calls for the state to study – and possibly end in two years – a small, independent agency charged with representing Wyoming customers when utilities want to hike rates. The Office of the Consumer Advocate studies utilities’ balance sheets and other data and often argues before the Wyoming Public Service Commission that the companies’ proposed increases are too high. Sometimes the office even advocates to decrease rates when utilities want increases, said Bryce Freeman, the office’s administrator.
