JEFFERSON CITY • A week after balking at a plan to rein in the influence of lobbyists, a second proposal designed to limit the freebies showered on lawmakers also faltered in the Missouri Senate. In action Tuesday, senators again showed their reluctance to embrace a House-led plan to improve state ethics laws, saying they needed more time to decide the best route to take as part of an initiative aimed at cleaning up the reputation of the state Capitol after the scandal-wracked session of 2015. After watching the House move quickly over the past month to address the anything-goes atmosphere under the dome, the Senate last week gutted a plan to impose a cooling-off period on colleagues who want to move from the Legislature to the more lucrative lobbying ranks. The proposed ban on lobbyist gifts could face the same fate.
