JEFFERSON CITY • The Rams may be long gone, but Missouri lawmakers are still smarting over the NFL’s departure from St. Louis. Under legislation debated in a House committee Tuesday, sports team owners who relocate their teams to other states to be responsible for any public debt left behind. Although the proposal wouldn’t affect Rams owner Stan Kroenke, who moved the Rams to Los Angeles in January, it would affect future moves, said state Rep. Ann Zerr, R-St. Charles, who is sponsoring the legislation. The initiative is among a handful of proposals and lawsuits related to the Rams and the attempt to build a $1.1 billion stadium to keep the NFL in town.
