LITTLE ROCK — Arkansas Attorney General Leslie Rutledge has again rejected a proposed constitutional amendment to legalize marijuana in Arkansas. The proposal by Mary Berry of Summit seeks to legalize the cultivation, production, sale, possession and use of the cannabis plant and all products produced by the cannabis plant, including marijuana. Rutledge said in her rejection letter Tuesday that there are ambiguities in the text of the proposal and that a number of additions or changes are necessary.
