CHEYENNE – The Wyoming House Labor, Health and Social Services Committee voted Wednesday to approve a Senate bill that seeks a health-care alternative to Medicaid expansion. Sen. Charles Scott, R-Casper, described Senate File 86 as “a bill borne out of frustration” on Wednesday, noting that over the last four years the Legislature – Scott included – has routinely voted to reject efforts to expand the state’s Medicaid eligibility to some 20,000 low-income adults. “It has been defeated every time on the floor, every time by an overwhelming margin,” Scott said. “It cannot get the votes based on the opinions, I think, of people of the state of Wyoming as a whole.” Yet Scott said he recognized the need to address the health-care needs of low-income Wyomingites, hence SF 86. Effectively, the bill would require the Legislature’s Management Council to direct the design of a program that would provide medical assistance to the Medicaid expansion population, but would do so on Wyoming’s terms rather than those of the federal government.
