House Speaker William J. Howell has stopped a possible rush by the General Assembly to impeach a local judge for conduct that resulted in sharp restrictions on his duties, but who remains on the bench with a six-figure state salary. Howell, R-Stafford, said Tuesday that the General Assembly has no grounds to impeach General District Judge Robert B. Beasley Jr., who is expected to resume his full duties in the 11th Judicial District south and west of Richmond. The speaker’s announcement blocks the possibility of impeachment raised Monday by two leading members of the Senate — Democratic Caucus Chairman A. Donald McEachin, D-Henrico, and Majority Leader Thomas K. Norment Jr., R-James City. Only the House of Delegates can initiate impeachment, which would lead to trial in the Senate. “After carefully reviewing the information available, there are currently no grounds on which to consider impeachment of Judge Beasley,” Howell said in a one-page statement.
