Three months have passed since attorneys wrapped up their arguments in a federal civil-contempt case against Sheriff Joe Arpaio. Since then, U.S. District Judge G. Murray Snow has betrayed little about the considerations that ultimately will determine his ruling in the case, what will be required of the Sheriff’s Office, and whether he eventually will refer the case for criminal contempt proceedings. Court documents and a Tuesday-morning hearing provided a window into Snow’s internal deliberations. Snow asked attorneys from both sides to weigh in on whether he should consider a number of issues related to the underlying racial-profiling case when making his contempt-case decision.
