The Illinois Senate is expected to vote Thursday on the latest version of a bill to send unresolved labor talks with state worker unions to binding arbitration. On a party-line vote Wednesday, the Democrat-controlled Senate Executive Committee sent the measure to the full Senate. The bill is nearly identical to legislation passed last year to bring binding arbitration to labor talks in the event of an impasse. That bill was vetoed by Republican Gov. Bruce Rauner and the bill died when the House failed to override it. At the time, though, the administration was still in negotiations with the largest state employee union, Council 31 of the American Federation of State, County and Municipal Employees, which represents about 38,000 state employees.
