State agencies are being asked to craft reduced budgets for the next biennium, according to the state’s head of the Office of Management and Budget. OMB Director Pam Sharp told lawmakers Thursday the baseline for the new budgets will be what was approved at the beginning of the 2015-17 biennium, but that did not sit well with at least one lawmaker. Rep. Roscoe Streyle, R-Minot, said using such a baseline when it turned out to be so far off didn’t make sense. “What’s the rationale? To me, that looks like we’re putting our heads in the sand again," said Streyle, adding that the reduced budgets presented in February to address a $1.074 billion projected shortfall would be a more realistic baseline.
