Eleven organizations notified the Arkansas Department of Education that they will apply later this year to open and operate a dozen new open-enrollment charter schools in the 2017-18 school year. Several of the possible open-enrollment charter schools are being planned for Little Rock -- already home to 13 charter schools. Others are proposed for Fayetteville, Redfield, Paron, Pine Bluff and Marion. Additionally, 14 Arkansas school districts -- including North Little Rock, Rogers, Hope and Hot Springs -- sent letters of intent to the state Education Department about their preliminary plans for operating 17 new conversion charter schools. Conversion charter schools are run by traditional school systems, while open-enrollment charter schools are run by nonprofit organizations other than school districts. Both kinds of charter schools are taxpayer funded and operate based on the terms of a contract, or charter, with the state. The schools are intended to be innovative in their efforts to improve student achievement and, to that end, their charters excuse them from meeting some state laws and rules that apply to traditional public schools.
