A politician and a citizen sue state over work on Capitol CHEYENNE – A state lawmaker and a private citizen are suing Gov. Matt Mead and legislative leadership over an allegation they improperly awarded contracts for the $300 million Capitol Square Project. Rep. Gerald Gay, R-Casper, and Evanston resident Karl Allred filed the civil complaint Thursday in Wyoming’s First Judicial District Court in Cheyenne.
