The Nebraska Legislature has not passed major anti-abortion legislation since 2011, and this year would be the fifth year of the drought for pro-life advocates if nothing emerges from the Judiciary Committee. Sen. Tommy Garrett of Bellevue introduced a bill this session that would ban dismemberment abortions, but it had a late hearing and is not prioritized, and most likely will not be debated. Last year, Omaha Sen. Beau McCoy introduced a bill (LB114) that he has prioritized this year, but that has not so far advanced from the committee. That bill would require an abortion clinic that performs five or more abortions a month, or one or more second- or third-trimester abortions, be defined as an ambulatory surgical center, which brings a higher level of requirements.
