Proposed constitutional amendments to voting laws fail to reach three-fifths majority in HouseCONCORD — A person moving to the state would have to wait 10 days before he or she could vote, according to one of several measures approved by the House Wednesday that tightened voting requirements. The House, however, failed to reach the three-fifths majority needed to send to the Senate two proposed constitutional amendments, one which would require a person to be a state resident before voting, not just be domiciled in the state. The other proposed amendment would have done away with the constitutional requirement that a majority of a municipality’s selectmen be present during voting hours. CACR 17 would require that a person be a resident of the state to vote, something that was in state law until the early 1970s when a federal court ruling said the provision was unconstitutional.
