Maybe they had enough and just wanted to get the heck out of Richmond. The Virginia General Assembly completed the people’s business a day early, passing a new, two-year, $105 billion budget late Friday and adjourning on Day 59 of an often acrimonious session. An increase in projected revenues allowed some financial breathing room that made it easier to find bipartisan consensus between the Virginia Senate and House of Delegates on the spending priorities of the commonwealth. Budget negotiators were able to embed pay raises for state and local employees and teachers. Lawmakers also agreed on a new tolling policy subject to General Assembly approval, and passed a separate bonds package for infrastructure improvements and roads construction. The Senate approved the budget on a 38-1 vote, with only Sen. Amanda Chase, R-Chesterfield, voting against it. The House passed the plan by a vote of 91-8.
