The West Virginia House of Delegates passed the so-called “brunch bill” Friday, removing a longstanding ban on alcohol sales at restaurants before 1 p.m. on Sundays. But the legislation comes with a hitch: Individual counties would have to put the measure to a public vote, and voters would have to approve earlier sales before bars and restaurants in those counties could start pouring Bloody Marys and mimosas on Sunday mornings. “Counties are not compelled to hold the election, but in order for [earlier] sales to occur between 10 a.m. and 1 p.m., there would need to be an approval of a referendum,” said Delegate Patrick Lane, R-Kanawha.
