Senate approves surcharge for coal-fired power plant upgradesWest Virginia lawmakers sent a bill to Gov. Earl Ray Tomblin Friday that would allow electric utility companies to place a surcharge on their customers if the utilities upgrade coal-fired boilers at power plants in the future. Senators passed the bill (HB 4435) with no discussion and with all 34 senators in support. The law, which was pushed by the West Virginia Coal Association and supported by First Energy and American Electric Power, was supported by 96 of the 100 members of the House of Delegates earlier this month. Supporters of the bill hope it will entice electric companies in the state to continue to burn coal in the future. But the largest electric utilities in West Virginia, including Mon Power and Appalachian Power, say they have no intention of using the surcharge to upgrade their current coal-fired power plants.
