COLUMBIA — For months, House of Representative members have been pointing at the Senate’s chambers in a mocking way and calling it dysfunctional. To be sure, the Senate did spend months in filibuster limbo. At first, senators proud of the chamber’s procedures argued the Senate always took a little longer to pass legislation, because it’s just “the more deliberative body.” But patience was running thin among those who spend their days under the dome and their constituents back home were getting frustrated. So, when the Senate gave the roads bill final approval on Friday, Republican lawmakers who had rallied behind the effort walked out the chamber beaming with joy. Sen. Larry Grooms was among them. The Charleston Republican later took to social media to express his excitement.
