NORFOLK -- Virginia plans to give $6.8 million to human-resources firm ADP to entice the company to bring at least 1,800 jobs to downtown Norfolk, a newly released document shows. That’s on top of $5 million the city already has agreed to pay. Norfolk also is giving ADP’s landlord a discount of more than $13.5 million on leased parking in city garages – savings that will be passed along to ADP, according to a proposed agreement the City Council will vote on today. That brings the total cost of planned government incentives to about $25.3 million. ADP, which is based in Roseland, N.J., will open an office in Norfolk’s 2 Commercial Place, part of a project planned by developer Buddy Gadams. The building is next door to the Bank of America tower, where Gadams plans to turn office space into almost 300 luxury apartments.
