Senate expected to take another crack at passing spending billIllinois senators are expected to vote Thursday on yet another bill that would authorize spending on higher education, college grants for needy students and a variety of human-services programs. And, as it has before, Gov. Bruce Rauner’s administration says the state doesn’t have the cash to pay for the bill. The Senate Appropriations Committee Wednesday approved Senate Bill 2059 that authorizes $3.9 billion in spending for higher education, including universities, grants made under the Monetary Award Program, human-services programs that are not currently being funded by court orders, grants to libraries, and to maintain the current Amtrak schedule in Illinois. It largely mirrors a bill approved by the House earlier this month. However, the Senate said it added some things, like the library grants and Amtrak expenses, that were excluded from the House version.
