LITTLE ROCK — Arkansas lawmakers are getting their first look at legislation outlining Gov. Asa Hutchinson's plan to keep and rework the state's hybrid Medicaid expansion. Legislative leaders Thursday began distributing the draft bill for Hutchinson's proposal to continue the program, which uses federal funds to purchase private insurance for the poor. The Republican governor wants to rename the program "Arkansas Works" and add new restrictions such as requiring some participants to pay premiums. The Legislature is expected to convene for a special session on the plan April 6. The co-chairman of a task force studying the expansion says legislation outlining Hutchinson's plan to shift part of Medicaid to managed care will also be distributed to lawmakers later Thursday.
