R.I. lawmakers balk at giving special authority for Raimondo administration to meet Medicaid goalsPROVIDENCE — Rhode Island Health and Human Services Secretary Elizabeth Roberts received pushback this week from lawmakers questioning the Raimondo administration's request for special budget authority to meet Medicaid savings goals. Roberts told the House Finance Committee Thursday night that she is going to "push" within her agency to make sure the state meets its $70-million Medicaid savings target for the year ending in June, even after state budget estimators last fall calculated "Reinventing Medicaid" reforms were coming up $8 million short ($16.1 million including federal funds.) "Maybe I need to have you explain what 'push' means," Rep. Eileen Naughton, D-Warwick, said after Roberts used the word to describe what she'll be able to do with the added powers that she can't already. "That means we had many initiatives that we have been implementing. Some have been slower than we had hoped," Roberts responded. "My role and [Medicaid Director Anya Rader Wallack's] role is to have them move forward in the most effective way possible."
