CONCORD — Betting on casino gambling drew aces and eights Thursday as an 11-13 vote failed to pass Senate Bill 551, which would have allowed one casino in Salem. “This has been a labor I put my heart and soul into for an extended period,” a resigned Sen. Lou D’Allesandro, D-Manchester, said, noting his bill would produce about $100 million a year for education, revenue-sharing and economic development. With Massachusetts poised to open two of three authorized casinos, this year was considered the last chance to approve expanded gambling in New Hampshire.
