Gov. Dennis Daugaard has vetoed a bill that that would have offered landowners tax breaks for putting in buffer strips of vegetation between farm fields and waterways. The Republican governor rejected the bill Friday, saying that he’s concerned it’s unconstitutional and that it would shift the property tax burden onto other property owners. Supporters of the measure told the Capital Journal Friday that they were disappointed by Daugaard’s decision. “We supported the bill because we thought it was a good first step on water quality,” said Paul Lepisto director of conservation programs for the Izaak Walton League in South Dakota.
