For the ninth year in a row, Kentucky ranks last among the 50 states for its protection of animals. That’s according to The Animal Legal Defense Fund, which bases its annual rankings on a comprehensive review of each jurisdiction’s animal protection laws. It’s no surprise to Sam Marcus, board president of the Franklin County Humane Society, who says it’s the same old story year after year. “Every year, there are bills filed that are some common-sense measures, mostly to protect dogs and cats,” he said. “But it seems to me that nothing ever happens.” Marcus said it seems large lobbying groups, such as hunters associations, have typically opposed any measures to protect animals, and lawmakers bow to their pressure.
