A southern Illinois Democrat has filed legislation to pay unionized state workers back pay that they have been owed since 2011. Rep. Brandon Phelps of Harrisburg filed legislation that authorizes the state to spend $63 million to finally reimburse all of the workers who were denied raises they were due five years ago. Gov. Pat Quinn withheld the money at that time, saying the General Assembly did not appropriate sufficient funds to pay the raises in the budget they approved in the spring of 2010. “This should have already been paid,” Phelps said Tuesday. “A contract is a contract.
