COLUMBIA — Sen. Harvey Peeler of Gaffney, the plain-spoken leader of state Senate Republicans for 11 years, is stepping down. Peeler surprised GOP senators who gathered for their weekly caucus meeting Tuesday morning in announcing he was leaving the job of Senate majority leader so he could focus on "quality control" in the Senate as well as his primary race. "I have been preaching we need to have shared responsibility in the Senate," he told reporters. "This is my way of practicing what I preach." Peeler said he wants to help manage what happens in the Senate because of criticism over the past year that it has at times been dysfunctional.
