Appeals court frees Dallas from one of two lawsuits filed by Dealey Plaza vendor Groden
Late Wednesday a Dallas appeals court cut the city of Dallas loose from one of two lawsuits brought in recent years by Robert Groden, the former House Select Committee on Assassinations and Oliver Stone consultant best known as Dealey Plaza’s most prominent seller of Kennedy conspiracy-theory publications.

The Court of Appeals for the Fifth District ruled that the city, as well as former assistant police chief Vincent Golbeck and ex-park maintenance manager Stephen Worden, are immune from claims that they conspired to harass and repeatedly jail Groden on behalf of the Sixth Floor Museum at Dealey Plaza. The appeals court overturned a 2014 order from Judge Ken Molberg, who denied the defendants’ pleas to the jurisdiction.
The city appealed that decision, and the case was put on hold while the appeals court sorted through the city’s appeal. When it moves ahead, the Sixth Floor Museum will remain as the sole defendant.
In his initial complaint filed in February 2014, Groden claimed that over the course of 15 years, the Sixth Floor Museum, in concert with the city, “engaged in a conspiratorial campaign to harass and intimidate [him] by requesting, issuing, and serving legally invalid citations, tickets, complaints, and charges against [him], and improperly dragging [him] into court only to have each and every case thrown out and dismissed because they were without legal merit.”
