A measure to decriminalize the sale of loose cigarettes in Illinois is heading to the Senate floor. Chicago Democratic Rep. LaShawn Ford wants to fine sellers of loose cigarettes no more than $50 instead of subjecting them to arrest. The measure does not change existing laws criminalizing the sale of cigarettes to people under 18. The House passed the bill Thursday. Ford says the proposal is a response to the death of Eric Garner, who was arrested in New York while selling loose cigarettes. Downers Grove Republican Rep. Ron Sandack listed a number of opponents to Ford's plan, including the American Heart Association and the Will and Lake County health departments.
