Redistricting reform legislation cleared its second-stage floor hurdle without any opposition Thursday, although Sen. John Murante of Gretna took the opportunity to drop a time capsule into the legislative record. Murante, chief sponsor of the bill (LB580), said he wants the architects of congressional redistricting in 2021 to approach their task without any presumption that Sarpy County needs to be divided in order to help achieve population parity between metropolitan Omaha's 2nd District and eastern Nebraska's 1st District, which includes Lincoln. "For the last 20 years, Sarpy County has been divided in half," Murante said during remarks on the floor of the Legislature. Those who redistrict after the 2020 U.S. census should "not automatically enter the process assuming that Sarpy County is the cutting board," he said.
