PROVIDENCE, R.I. -- Senate Majority Leader Dominick J. Ruggerio is seeking to "open the door" off-track betting on horse races - also known as "simulcast'' racing - at Rhode Island's two gambling halls on Sunday. The activity is not prohibited now on Sundays, but the union representing the employees at the Twin River Casino believes the state's time-and-a-half pay requirement for Sunday work has discouraged the owners from offering it. The legislation, which Ruggerio says he introduced at the request of the Twin River employees' union, SEIU Local 334, would exempt the owners of the Twin River Casino and Newport Grand from having to pay time-and-a-half on Sundays. More specifically: the bill would authorize simulcast programs “for all or a portion of the days and times that video lottery games are offered,'' and effectively lift the 270-day annual cap on simulcast racing.
