Lawmakers OK bill to create task force study on tiered health insurance plansThe state Assembly has approved a bill that would create a task force to study tiered health insurance plans. By a 73-0 vote, lawmakers approved the measure which was drafted in response to controversy over Horizon Blue Cross Blue Shield of New Jersey’s Omnia Health Plan. The plan divides the state’s hospitals into two tiers with less expensive out-of-pocket costs for customers using hospitals in “Tier 1.” The plan generated a firestorm of criticism, ad campaigns and lawsuits from hospitals in “Tier 2” whose leaders argued that Horizon offered no criteria or negotiations on how the insurance carrier created the designations.
