New leadership appointed to troubled Texas protective services agencyA retired public safety chief will run the Texas Department of Family and Protective Services as it works to overhaul the state’s troubled foster care system. Former Texas Ranger Chief Henry “Hank” Whitman, who spent 22 years with the Texas Department of Public Safety, will head the Family and Protective Services agency as it grapples with increasing child abuse caseloads and caseworker turnover, Health and Human Services Executive Commissioner Chris Traylor said Monday. “I can’t think of anyone better than a Texas Ranger to protect our most vulnerable Texans,” the state’s health commissioner, Chris Traylor, said in a statement. “Chief Whitman is no stranger to critical assignments that keep us safe and I know he will bring the same diligence to DFPS that has always driven the Rangers.” Traylor also appointed Kristene Blackstone, a deputy director in the child support division of the Texas attorney general’s office, as the assistant commissioner for Child Protective Services.
