Gov. Bruce Rauner’s administration is trying to build pressure for a Republican plan to fund social service programs through pension savings, telling agency directors to reach out to service providers that haven’t received state dollars due to the budget impasse. “The sooner this package becomes law, the sooner those providers can be paid,” budget director Tim Nuding wrote in a letter sent Monday. Rauner has long opposed various piecemeal funding plans put forth by Democrats, arguing the measures don’t contain a revenue source and only add to the state’s growing backlog of bills. Last week, Republican leaders put forth a counterproposal that would free up $1.3 billion for cash-starved programs. But there’s a major catch -- the plan relies on lawmakers approving a long-stalled plan to overhaul employee pension programs, as well as several pension changes first proposed Rauner during his budget address, such as requiring schools and universities to pick up retirement costs for employees who earn more than $180,000 a year.
