Senate DFL eyes surplus for tax cuts, broadband, equity and education Gov. Mark Dayton proposed spending most of Minnesota’s $900 million projected surplus on a mixture of new programs and targeted tax cuts. House Republicans countered by proposing to spend the entire surplus on tax cuts and transportation and relying on cuts to pay for some targeted spending elsewhere. Now, the third and final political power center at the Capitol has weighed in. The Senate Democratic-Farmer-Labor majority’s budget, released today, resembles Dayton’s proposal but with somewhat more tax cuts and somewhat less spending. All in all, Senate DFLers are proposing to spend $789 million of the state’s surplus, of which $300 million would be reserved for tax cuts.
