Bill Would Raise Penalties For Careless Drivers Who Hit Pedestrians, CyclistsHARTFORD — The General Assembly is moving closer to taking up a bill that would sharply increase penalties for careless drivers who hit pedestrians or cyclists. Bike and pedestrian advocacy groups have been working to pass such legislation for years, while some drivers and the truckers' lobby have opposed it as unworkable and unfair. The measure won virtually unanimous backing in March from the judiciary committee, and last week added the endorsement of the transportation committee — despite opposition from a key leader. Chairman Tony Guerrera, generally an outspoken advocate of safety measures, voted "no," saying he was not convinced the threat of higher fines would make motorists drive more responsibly. His committee on Thursday passed the measure 26-5, with Guerrera joined by three Democrats and just one Republican in voting against it.
