Despite what they said last week, Maryland's legislative leaders on Tuesday promised to take action on whether children were being tested too much. They offered no details, however, on exactly what they would do. Senate President Thomas V. Mike Miller and House Speaker Michael E. Busch jointly released a statement vowing to "act" on legislation this year even though a committee charged with finding ideas got off to a slow start and has not finished its work. The delay prompted the Democratic legislative leaders to say last week that it was too soon to push for changes.
