COLUMBIA — After years of pushing by cancer fighters, a bill to educate students and parents about the benefits of a cervical cancer vaccine that could save lives has finally passed the South Carolina Legislature. The final vote came a year after two Upstate senators, Sen. Lee Bright, a Spartanburg County Republican, and Sen. Mike Fair, a Greenville Republican, blocked the legislation over concerns and questions about what language would be used in a brochure and about possible side effects of the vaccine. In recent weeks, however, the senators relented after some changes to the bill, including a provision that no state money for the education program would be paid to any abortion providers. This week the House concurred with the changes, sending the bill to the Gov. Nikki Haley's desk and an expected signature.
