High-tech computer jobs have long been seen as the future of Delaware’s labor market. Thousands of those positions are finally materializing as dozens of companies – led by national banks and financial services companies with big footprints in Delaware – rapidly add software engineers and computer systems analysts. But technology workers from abroad are filling many of those high-paying jobs. Most are from India, and work in the U.S. on temporary work permits, called H-1Bs. The actual number of visas issued in Delaware is unknown, but companies submitted more than 8,000 initial requests for the work permits in 2015 – a 370-percent increase from 2009. Experts say the increase is largely due to H-1B staffing companies trying to increase their odds of winning a coveted visa in a federal lottery system.
