The Nevada attorney general on Monday charged a former prison guard trainee with manslaughter in the shooting death of a handcuffed inmate in a prison hallway two years ago. Raynaldo-John Ramos is accused of firing the shotgun blasts that killed Carlos Perez Jr. while Perez and another inmate brawled in hallway at High Desert State Prison outside Las Vegas. Two other guards, who resigned last May, were not charged. Prison officials found corrections officers Jeff Castro and Isiah Smith to have made false statements and neglected their duty in the shooting. An attorney for Perez's family alleges the guards staged a "gladiator-like scenario" to let two handcuffed inmates fight before Ramos shot them.
