The two Kentucky legislators tasked with leading the drive to craft a new two-year state budget gave high marks Wednesday to the final $22 billion deal forged late last Friday. But Rep. Rick Rand, a Bedford Democrat and chairman of the House Appropriations and Revenue Committee, and Sen. Chris McDaniel, a Taylor Mill Republican who chairs the Senate budget committee, appeared cautious about how the final bill, now on Gov. Matt Bevin's desk, will affect the lives of Kentuckians and the businesses that employ them. The bill ties performance standards to higher-education funding and guarantees more than $1 billion for the state's badly underfunded pension systems. The legislators with Scott Brinkman, secretary of the Executive Cabinet, offered often opposing views Wednesday on the impact of the General Assembly's work during a breakfast panel before a few hundred Louisville-area business leaders. It was hosted by Greater Louisville Inc., the metro chamber of commerce, at the Brown Hotel.
