Bill calling for constitutional convention heads to La. Senate
BATON ROUGE — The Louisiana Constitution may come under a legislative microscope this summer if a bill calling for a constitutional convention is approved by the House and Senate. It was off to a good start Wednesday, sailing through the Senate Governmental Affairs Committee and delivered to the full Senate for consideration next week. Senate Bill 393 by Sen. Troy Carter, D-New Orleans, wants the convention to address budget and fiscal matters now under constitutional restraints. Specifically, he wants to address constitutional protections on the funding of certain agencies while unprotected higher education and health care budgets remain the only targets for significant cuts. “We (currently) have no choice but to cut higher education and health care…to unfairly burden the same areas over and over again,” Carter said. “We can no longer afford to kick this can down the road.” Legislators from the House and Senate would comprise the convention’s 144 delegates.
