JACKSON – What has become known in the Mississippi Capitol as the “to-go cup” bill, was revived and passed Wednesday as one of the final acts of the 2016 legislative session. The bill will allow Tupelo, cities in the three Gulf Coast counties and 11 other cities across the state to establish leisure and recreation districts where alcohol could be served and consumed outside. The bill originally was written to accommodate cities on the Gulf Coast. Rep. Steve Holland, D-Plantersville, successfully amended the bill on the House floor to include Tupelo, and throughout the process other towns in Northeast Mississippi were added, including Corinth, Starkville and Holly Springs.
