Legislative grants: To some, they're seen as political favors. To others they're a means of needed financial support for worthy causes. So far this fiscal year, the General Assembly has doled out nearly $1.4 million from state coffers to Boy Scout troops, soup kitchens, marching bands and historical societies. And there's more to be spent of the $2.3 million in total that has been earmarked for these legislative handouts in this fiscal year — with equal amounts available to the House and Senate. The tally so far: between July 1, 2015, and April 1, 52 of the 75 state representatives gave out $564,140 in state dollars to favored groups and causes; 36 senators gave away another $834,050. Notably, House Speaker Nicholas Mattiello, D-Cranston, granted $126,350 to 16 organizations of his choice, or more than one-fifth of all the money distributed by the representatives so far.
