Democracy North Carolina: About 29,000 primary ballots were counted due to 'safety-net provisions'About 29,000 voters statewide had their ballots counted in the March primaries using “safety-net provisions” that the North Carolina General Assembly has sought to stop, according to a nonprofit voter advocacy group. In Cumberland County, 1,048 voters had their ballots cast successfully under the same circumstances. Democracy North Carolina — a nonpartisan research and election reform organization based in Durham — released a report Friday of its analysis of ballots cast that wouldn’t have been counted under the state’s 2013 election overhaul law. The law was passed by a Republican-controlled legislature and signed by Republican Gov. Pat McCrory. Two of the many changes in the law have been controversial and are the subject of pending legal action: the elimination of same-day registration and out-of-precinct voting. Before the law, people could register to vote during the early voting period that preceded the election. And on Election Day, registered voters who went to the wrong precinct could cast a provisional ballot; election officials would then review the ballot and apply it to the correct voting district tallies.
