JEFFERSON CITY, Mo. — Gov. Jay Nixon signed off on the General Assembly's budget plan for higher education Thursday, while asking for a tuition freeze. “With the signing of this bill, I am proud to mark another milestone for higher education in Missouri and our shared commitment to putting a quality, affordable college degree within reach for more families,” Nixon said in a statement. Though Nixon recommended the highest level of performance-based funding, asking for a 6 percent increase. The General Assembly ultimately gave four-year and two-year colleges a 4 percent funding increase, said state Rep. Tom Flanigan, R-Carthage. Flanigan is the House Budget Committee chairman, whose main focus for the session is to make sure Missourian's priorities are funded appropriately.
