Since the overflow homeless shelter closed in February, the Volunteers of America of Northern Nevada and city of Reno have not been able to find another location to house more than 100 chronically homeless people at night. They almost leased or bought three places, but landlords and owners backed out due to neighborhood pressure. The city needs a safe warehouse that can hold at least 160 floor mats or more (15,000 square feet or more). The VOA can transport people to and from the main shelter to the overflow shelter, so the location is flexible. "When people hear there's going to be 100 homeless men near them, they get alarmed," said Sandy Isham, community relations and development officer at the Volunteers of America shelter. "They're just your neighbors, just like you and me. If you help them, you can get them on a path to change their life." Since the overflow shelter closed, the number of homeless camps on the Truckee River increased, said Elaine Wiseman, lead manager for the shelter at the city of Reno. Without an overflow shelter, neither Reno nor Sparks police can enforce camping laws and move people to the shelter.
