Constitutional convention a last-ditch possibility, Louisiana Gov. John Bel Edwards tells Rotary ClubLouisiana could turn to a constitutional convention as a last resort if lawmakers don’t stabilize the state budget next year, Gov. John Bel Edwards told a packed house of business and community leaders in Baton Rouge on Wednesday. But despite tension that’s brewing over the best approach to bring the budget in check, Edwards also said he remains optimistic that it won’t come to that. “If we don’t have the wherewithal to achieve comprehensive tax reform (in the 2017 session), I think the only option we have at that point is a constitutional convention,” he told attendees of the Baton Rouge Rotary Club’s weekly luncheon. The state faces a $600 million shortfall in the budget that begins July 1, but legislators can’t increase revenue during the ongoing regular session under state law.
