St. Paul is banning all outdoor fires Friday amid a warning that the city, like much of the state, is ripe for “extreme fire behavior” in hot, dry and windy conditions. The St. Paul Fire Department announced the ban around 11 a.m. The comes after the National Weather Service issued what’s known as a “red flag” warning for a broad swathe of the state stretching from the Canadian border to just south of the Twin Cities. As a cool front rolls in, wind gusts are expected to pick up to 25 miles per hour as temperatures climb into the upper 80s and humid drops to between 20 and 25 percent. “Any fires that develop will likely spread rapidly.
